Pennsylvania clinicals for UC nursing students
Pennsylvania is open to UC's online nursing programs, and since July 2025 a multistate license from another compact state works there. Two UC rules matter more than anything Harrisburg asks: the handbook adds a supplemental Pennsylvania background check, and Pennsylvania isn't on UC's list of states where a physician assistant can precept. New York, over the northern border, is closed to UC graduate clinicals.

Which UC programs can use Pennsylvania sites
Pennsylvania is missing from every UC exclusion list, so the open question is paperwork and preceptors, not permission.

How Pennsylvania treats students from out-of-state programs
We found no Pennsylvania State Board of Nursing regulation or web guidance that makes a distance program like UC's get approval before its students train in the state. A Distance Education Application exists, yet it's written for programs already holding Board approval.
What Pennsylvania has instead is a student rule, 49 Pa. Code § 21.118. It lets a student in an accredited graduate or BSN program, who already holds an RN license from Canada or another U.S. jurisdiction, do the clinical work the program calls for without first getting licensed in Pennsylvania. The catch is pay: nothing beyond stipends, scholarships or program-related awards. Holding an RN job in the state during school is separate and needs endorsement licensure plus a temporary permit.
One pending change to watch: the Board's rewrite of its education regulations, IRRC #16A-5141, went to the Independent Regulatory Review Commission as a final-form rule on September 8, 2026, and the commission meets publicly on it October 15, 2026. Its final annex leaves § 21.118 substantially as it stands.
Pennsylvania's student rule and UC's license rule aren't the same test. UC asks for an RN license that's valid in the state of the clinical, so confirm with your Clinical Site Coordinator (CSC) before relying on § 21.118 instead of a Pennsylvania or multistate license.
Licensing since the compact arrived
Pennsylvania's Nurse Licensure Compact membership became fully operational on July 7, 2025. An active, unencumbered compact license issued where you live now carries into Pennsylvania, which settles UC's license rule for most Ohio, Kentucky and Indiana residents. Preceptors and the Pennsylvania background check
AANP rates Pennsylvania reduced practice. A Pennsylvania NP never outgrows the written collaborative agreement with physicians, and prescribing requires such agreements with two or more physicians. Pennsylvania is also absent from UC's PA list, so line up NPs, CNMs or physicians and check each against UC's preceptor requirements.
Pennsylvania is among the 18 states where UC's handbook adds a supplemental state background check for APRN students. Where Pennsylvania students look
Philadelphia and Pittsburgh are the two big markets, with Allentown-Bethlehem-Easton and Harrisburg behind them. Geisinger, Penn State Health, UPMC, Jefferson Health and Penn Medicine are among the large systems, each with its own student intake and none committed to UC students.
Students in the northern tier should keep their search south of the New York line: UC can't allow graduate clinical activity in New York, however close the clinic.

Questions UC students ask
Is a Pennsylvania RN license required for my UC hours?
Not if you hold an active multistate license from the compact state where you live, which has covered Pennsylvania since July 2025. If your license is single-state, § 21.118 exempts unpaid students in accredited graduate programs, but UC's own rule wants a license valid where the clinical happens, so check with your CSC first.
Can a physician assistant precept me in Pennsylvania?
No. Pennsylvania isn't among the states where UC will weigh a PA preceptor. Your preceptors will be NPs, CNMs or physicians, each nationally certified, a year or more into the role and holding a clean Pennsylvania license, and a certified NP in your population must cover at least 20% of NP-track hours.
Does the 2026 Pennsylvania rulemaking change my clinicals?
Probably not. The rewrite reached final form on September 8, 2026, and its annex leaves § 21.118, the student licensing rule, substantially unchanged. The review commission's public meeting is October 15, 2026, so check the Board's site after that date for the adopted text.
I live near the New York line. Can I use a clinic across the border?
No. New York is one of seven states where UC can't allow graduate clinical activity, and the rule follows the clinic's location, not your address. Only UC's RN-to-BSN is allowed there. Keep your search in Pennsylvania or another open state; the New York page explains the exclusion.
