UC programs open to Oklahoma students

Oklahoma isn't one of UC's seven closed states and has none of Washington's DNP complications, so a nurse in Tulsa or Enid can pursue the same online programs as one in Cincinnati, apart from the tracks tied to tri-state residency.

Three conditions from the Oklahoma Board

Rule OAC 485:10-5-12 makes out-of-state pre-licensure schools ask the Oklahoma Board of Nursing for permission first. Subsection (c) gives graduate APRN students who are already RNs another route: clinical rotations and preceptorships may proceed without that permission, on three conditions.

• Your own RN license, unencumbered, authorizes you to practice in Oklahoma.
• UC's faculty member responsible for the clinical course is licensed in Oklahoma, unencumbered, at the level taught or higher.
• UC's program satisfies the Oklahoma Board's education standards for APRNs.

The first condition is yours; the other two sit with UC. The rule says nothing about RN-to-BSN programs.

Who can precept you in Oklahoma

AANP rates Oklahoma as restricted. An Oklahoma NP must document physician supervision in writing to hold prescriptive authority until passing 6,240 hours, and can't prescribe Schedule II drugs. UC doesn't ask about either. Its checklist is graduate education, board certification (AANPCB and ANCC are two bodies it names), a year's practice in the role and an Oklahoma license with no encumbrance. Physician assistants are the firm no. UC's Clinical Planning page leaves Oklahoma off its PA list, even though Oklahoma's own tax credit counts PAs who teach APRN students. On a UC NP track, plan around NPs and, where your track permits, an MD or DO, with at least a fifth of your hours alongside an NP in your population focus.

Oklahoma's preceptor tax credit

HB 3351 of 2024 created the Oklahoma Preceptor Tax Credit Program, which the state's Health Care Workforce Training Commission administers. Eligible preceptors are MDs, DOs, PAs and APRNs holding Oklahoma licenses and giving primary care in the state, and precepting APRN, PA or medical students qualifies. A rotation is 160 aggregate hours, with a yearly ceiling of 10 per preceptor, awarded in order of application while funding lasts. The Oklahoma Tax Commission calls it nonrefundable, with a five-year carryforward, for tax years 2026 through 2035.

Our research doesn't show whether the student must be enrolled in Oklahoma, so a UC student's preceptor should check with the Commission. The primary care condition suits FNP and AGPCNP rotations better than acute-care ones.

Oklahoma City, Tulsa and beyond

The Oklahoma City metro counted about 1.51 million people in the 2025 Census estimates and Tulsa about 1.07 million; Lawton and Enid are far smaller. The large names are OU Health, which is the University of Oklahoma's academic system, along with Hillcrest HealthCare System, INTEGRIS Health, the St. Anthony hospitals of SSM Health, and Saint Francis Health System. They show where Oklahoma clinicians work, not places with UC agreements, and UC won't count hours at any site before an Educational Affiliation Agreement is signed.
